The Teachers’ Conference and ExCEL Fest 2025 (TCEF2025) is a biennial signature event organised by the Ministry of Education, Singapore, from 3 to 5 June 2025. This conference is aimed at supporting teachers’ professional learning and strengthening their professional identity.

The conference will bring educators together to ignite innovative ideas through the sharing and learning as a community, empower Teacher Ownership, Teacher Leadership (TOTL) in professional learning, and facilitate the transformation of practices within the local educational landscape to enact positive impact.

The Early Access Period from 6 May 2025 allows educators to take part in selected conference features and access all asynchronous learning content.

Professor Manu Kapur

Director of the Singapore-ETH Centre, and Professor of Learning Sciences and Higher Education at ETH Zurich, Switzerland

With a strong technical background in engineering and statistics as well as doctoral training in the learning sciences, Prof. Manu brings a unique interdisciplinary skill set to the study of human learning, both in terms of the fundamental mechanisms of human learning as well as developing applications for translating these mechanisms for teaching and learning. Prof. Manu, widely known for his research on learning from Productive Failure, is a sought-after keynote speaker, and has delivered two TEDx talks. His contributions extend across high-profile journals and conferences, influencing educational policies and practices internationally.

Professor Rose Luckin

Emerita at University College London, and Founder and CEO of Educate Ventures Research Limited

Rose Luckin is a globally respected academic and expert in AI and education, advising policymakers, governments, and industry for over 30 years. She is Professor Emerita at UCL and Founder/CEO of Educate Ventures Research, which supports ethical AI use in education. She has held leadership roles at UCL and the University of Sussex and has received numerous accolades, including the 2025 Bett Outstanding Achievement Award and the 2023 ISTE Impact Award. Recognised among the most influential figures in education and UK tech, she co-founded the Institute for Ethical AI in Education and advises Cambridge University Press. A prolific author, her books include AI for Schoolteachers (2022) and Machine Learning and Human Intelligence (2018). She is a sought-after speaker, contributing regularly to major media outlets. Rose holds a PhD in Cognitive and Computing Sciences and a First-Class AI and Computer Science degree from Sussex.

Professor Tom Harrison

Deputy Pro Vice Chancellor, University of Birmingham, and Director, Jubilee Centre for Character and Virtues

Prof. Tom Harrison is an Advance Higher Education Principal Fellow and National Teaching Fellow and Vice-Chair of the Society for Educational Studies. Prof. Tom Harrison’s specialist interests are innovation in education, character education, graduate attributes and digital-wisdom. Prof. Tom researches, publishes and gives presentations in the United Kingdom and internationally on these topics as well as developing resources and training programmes for schools, voluntary sector and other organisations. His most recent book, ‘Thrive: How to Cultivate Character So Your Children Can Flourish Online’, won the International Federation for Family Development Global Award.
